The Role

Prepares and coordinates the plans and schedules for new or existing programs. Determines, monitors, and reviews costs, operational budgets and schedules, and manpower requirements. Supports and participates in negotiations with customer. Analyzes effects of projects upon various areas such as Engineering, Facilities, and the labor pool to determine the most practical and cost-efficient methods to obtain the required resources. Resolves proposal preparation problems and assesses the progress against established plans and parameters. Formulates and recommends corrective action measures such as schedule revisions, manpower adjustments, fund allocations, and work requirements.

The Advanced Propulsion team is seeking a highly skilled and organized Engineering Planning Analyst to join us developing the next generation fast attack submarine, SSN(X). This is an opportunity to get involved at the beginning of a new design and have influence over what will become the Navy's premier attack submarine platform. You will play a leading role in the tracking of procurement efforts for our engineering department. You will be responsible for initiating Requests for Quote (RFQs), tracking Purchase Orders (POs) and engineering commitments, facilitating meetings between engineering, supply chain, and our suppliers, and providing guidance to the engineers throughout the procurement process.

Responsibilities will include leading the tracking and monitoring of procurement efforts for the engineering department from generation of Statements of Work through completion of deliverables. Generate RFQs in SAP for submittal through procurement, and track status of efforts. Maintain a comprehensive and up-to-date record of POs, tracking their status, and proactively addressing any issues or delays that may arise. Facilitate effective communication and collaboration between the engineering team, supply chain professionals, and suppliers to ensure timely issuance of POs and delivery of services. Analyze and report on procurement metrics and key performance indicators to identify areas for improvement. Track financial spends and invoices related to engineering procurement activities. Obtain customer approval and authorization for contract modifications, ensuring adherence to our contract terms and conditions.

Must Have

Bachelor's Degree and 6 years of relevant exempt experience; Master’s Degree and 4 year of relevant professional experience

One of the following may be used as equivalent to Bachelor's Degree to meet minimum qualifications:

  • NNS Apprentice School graduate

  • Navy Nuclear Power School (NNPS) graduate

  • Associate's Degree or other formal 2 year program and 2 years of relevant exempt experience or 4 years of relevant non-exempt experience

  • Military Paygrade E-5 or above military experience

  • High School/GED and 4 years combined of Manufacturing, Shipbuilding, Trades, Military experience or other relevant exempt experience

  • High School/GED and 8 years combined of Manufacturing, Shipbuilding, Trades, Military experience or other relevant non-exempt experience

Nice to Have

  • Proven experience in procurement, supply chain management, or a similar role within an engineering or technical environment.

  • Strong understanding of engineering procurement processes, including knowledge of purchase orders with technical scopes of work.

  • Exceptional attention to detail and analytical mindset to track and analyze procurement data accurately.

  • Strong communication and interpersonal skills to effectively facilitate collaboration with cross-functional teams and external stakeholders.

  • A strong established relationship with Electric Boat or the ability to establish one are crucial with an expected recurring collaboration.

  • Experience in SAP to streamline processes and track procurement activities.
