The Opioid Response Unit in the Office of the Attorney General/Department of Law, Division of Community Engagement, is seeking a Specialist to manage the opioid settlement funds resulting from litigation filed by the Department of Law to hold accountable companies responsible for the opioid crisis. This is an excellent opportunity for a seasoned grants professional who is excited about building processes and programs from the beginning to make a historic impact for communities across Colorado. Description of Job

WHAT YOU WILL DO

On behalf of the Colorado Opioid Abatement Council (COAC), the Opioid Response Unit is committed to working with partners across our State to address the opioid crisis. This unit is responsible for strategically managing any Infrastructure Share opioid settlement funds, along with available operating resources in the best interest of the people of Colorado to maximize impact and equity.

TheOpioid Response Infrastructure Share Specialist will:

  • Administer and track opioid settlement funds that are being held by a National Administrator to ensure accurate and timely distributions of the Infrastructure Share to award recipients selected by the COAC

  • Manage distribution of the Infrastructure Share opioid response awards throughout the full funding life cycle

  • Operationalize the opioids Infrastructure Share review and award process

  • Develop and ensure accountability and alignment with the Colorado MOU and granting best practices

  • Create and maintain working relationships with funding partners, potential applicants, and other stakeholders

  • Monitor award progress to ensure compliance by reviewing reporting, assessing quality of outcomes, tracking expenditures, and coordinating with partners to monitor progress of deliverables. As it relates to Infrastructure Share funds, this responsibility is delegated to the Department from the COAC, as are several of the responsibilities described above and below

  • Prepare communication materials, such as info for press releases, newsletters etc., as necessary.

  • Provide administrative support and presentations to boards created to oversee and/or advise on opioid response funds

  • Track allocated funds within the Customer Relationship Management (CRM) system, SalesForce and/or Microsoft Excel to ensure progress and reporting

  • Track budgets, allocations, and conduct analysis to assess award progress

  • Provide technical assistance ensuring that deliverables are completed, including taking corrective action when needed, while maintaining the relationship with the awardee

  • Ensure all awardees are following the required and recommended process, meeting projected goals, and adhering to the intent of the program

  • Lead and conduct audits of Infrastructure Share award expenditures

  • Support the Opioid Response Unit in other areas as needed for the Regional or Local Government Shares

This is a term-limited position. This is a two-year term position with the option for continuation at the discretion of the Colorado Opioid Abatement Council.

Salary note: Although a salary range is listed, salary will be set commensurate with the successful candidate's qualifications and in compliance with the Equal Pay for Equal Work Act. Salary will be paid on a biweekly basis.

This recruitment may be used to fill highly similar positions in the Division of Community Engagement.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

WHAT WE ARE LOOKING FOR

Requires:

  • Six years of full-time professional experience with program, project, or grant administration. Experience should include managing work plans, timelines, deliverables, and overseeing budgets.

OR

  • Bachelor's degree from an accredited college or university a related field of study; AND

  • Two years of professional experience with program, project, or grant administration. Experience should include managing work plans, timelines, deliverables, and overseeing budgets.

OR

  • A master's degree from an accredited institution in public administration, non-profit management, business, or other directly related field AND

  • One year of professional experience with program, project or grant administration. Experience should include managing work plans, timelines, deliverables, and overseeing budgets.

Preferred Qualifications: In addition to the minimum qualifications, if you possess any of the following specifically include the details on your application, as this information will be used to assess your qualifications and may be used to determine a top group of applicants.

  • Demonstrated knowledge, experience, and passion for work with opioid response

  • Broad and deep program, grant, and/or project management experience; five years of related professional experience is preferred

  • Experience developing and implementing programs, such as grant awarding processes

  • Expressed desire to impact opioid response efforts in the state of Colorado

  • Demonstrated skill in creating and maintaining relationships with community partners

  • Experience with contract administration including experience drafting Statements of Work, project plans, ensuring quality of outcomes

  • Experience with data management using a Customer Relationship Management (CRM) system such as Salesforce

  • Experience using or consulting on data management or data dashboarding platforms

  • Comfort with software applications, such as Microsoft Office Suite, including Excel, Word, Teams, or others as needed

  • Ability to provide technical assistance regarding grant or programmatic requirements

  • Experience performing financial analysis and reporting

  • Exceptional customer service skills when working with external partners, such as regional councils, local governmental entities, and affected individuals

  • Strong implementation and problem-solving skills

  • Ability to work effectively as part of a multi-disciplinary team

  • Ability to work independently

  • Demonstrated history of behavioral health partnerships in Colorado

  • Knowledge of rural or underserved Colorado communities

  • This position will have opportunities for hybrid work options, working both remotely and in office. Candidates from outside of the Denver metro-area will be considered if willing to travel to Denver as needed.
