The list to be established as a result of this exam will be used to fill this existing vacancy and any future vacancies that may occur during the life of this list.NOTE:If a part-time position becomes full-time, an incumbent may be appointed to the full-time position without further canvassing.RESIDENCE REQUIREMENT: Candidates must have been legal residents of Cortland County or one of the seven contiguous counties of Broome, Cayuga, Chenango, Madison, Onondaga, Tioga, or Tompkins for at least one month immediately preceding the date of examination. Preference in certification may be given to successful candidates who are residents of the municipality for one month prior to the date of certification.DISTINGUISHING FEATURES OF THE CLASS: This position involves responsibility for maintaining order and providing security in public buildings, schools and courtrooms. Persons employed in this class shall have all the powers of a peace officer, as set forth in section 2.20 of Criminal Procedure Law, when performing the duties of protecting property or persons on such premises. The work is performed under general supervision of the Police Chief or Sheriff. The incumbent does related work as required.MINIMUM QUALIFICATIONS: Either:(a)Retired member of a police or sheriff’s department in New York State; OR (b)Retired member of the division of state police; OR (c) Retired former corrections, parole or probation officer in New York State. NOTE: 1.In accordance with section 209-v of General Municipal Law (GML), a retiree who had permanent competitive class status in New York State as one of the above listed titles and has retired, is eligible for reinstatement to a Special Patrol Officer position without further examination, as long as the conditions and requirements of section 70.1 of the Civil Service Law and Cortland County Rules for reinstatement are met.2.Former members of the New York State Police, while police officers under Criminal Procedures Law, section 1.20 (34)(a), are not eligible for reinstatement because they do not acquire permanent competitive class status in the classified service.3.A retired law enforcement officer from another State was never a police or peace officer in New York and, as a result, would not qualify for a Special Patrol Officer appointment based upon that service.4.Requests to employ retirees, who may earn more than the statutory salary cap in Section 212 of Retirement and Social Security Law (RSSL), appointed to the position should be processed as you do for any other employment under Section 211 RSSL.SPECIAL REQUIREMENT TO CARRY OR POSSESS FIREARMS:Special Patrol Officers may not carry or possess firearms while on duty unless authorized to do so by the Appointing Authority and a license has been issued pursuant to Section 400.00 of Penal Law (Section 2.10.37 of Criminal Procedure Law). Where possession of the license is required, eligibility for and continued possession of the license is required for employment.SCOPE OF THE EXAMINATION: A test designed to evaluate knowledge, skills and/or abilities in the following areas:Preparing written material:These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences. Applying written information in a safety and security setting:These questions evaluate your ability to read, interpret and apply rules, regulations, directives, written narratives and other related material. You will be required to read a set of information and to appropriately apply the information to situations similar to those typically experienced in a public safety and security service setting. All information needed to answer the questions is contained in the rules, regulations, etc. which are cited. Principles and practices of safety and security:These questions test for a knowledge of the proper principles and practices in the field of safety and security. The questions will cover such areas as selecting the best course of action to take in a safety or security related situation. Following directions (maps):These questions test your ability to follow physical/geographic directions using street maps or building maps. You will have to read and understand a set of directions and then use them on a simple map. Veteran’s credits can only be added to a passing score on the examination.Effective January 1, 1998, the State Constitution was amended to permit a candidate currently in the armed forces to apply for and be conditionally granted veteran’s credit in examinations. Any candidate who applies for such credit must provide proof of military status to receive the conditional credit. No credit may be granted after the establishment of the list.
